Heck, just to throw in a little amusing anecdote, I was, when recently visiting empire space, approached by 3 frigate pilots, none of them more than a month old. I was then in a Tristan (fitted with 2 MWD's, so speed wasn't an issue), and while cruising along, I realise I'm getting targetted. Okay, fair enough, I see that not only am I in >0.5 space, but also, that the one targetting me is in, of all things, a Velator.
I shrug, then turn off my engines, and wait for some kind of explanation.
A convo pops up, and the miscreant informs me that I will pay him 1 mil isk or he will attack.
I start chuckling like a madman, and lock him back, just to see what he'll do then. Also, I kindly tell him that I don't intend to pay him 10 million, and that I seriously doubt he can hurt me - him, or his 2 friends, 1 in an Imicus, and 1 in a Reaper.
He cajoles a bit, and opens fire. His civilian blaster strikes me for less damage than I need a hand to count, and is promptly ripped to shreds. His 2 friends flee. I was carrying a bit of ammo out to 0.0 space, so I scoot over to his can, and place in it 1 unit of large plutonium ammo, which I reckon should pay for the loss of his ship, and start to go on my way again, still smiling.
By then, he writes to me again, and tells me I'm a griefer, and that I obviously took advantage of the game-mechanisms, and (and here's where this story becomes somewhat relevant to the subject) that if this had been Earth and Beyond, he'd have called his guild down on me, and owned me. Paraphrasing, I know, but it was along those lines. Seeing I haev no other recourse, I inform him of the do's and don'ts of empire space, and that if intends to become a pirate, I'd suggest he started getting to terms with game mechanics.
He threatens to petition me, I gleam and tells him he's welcome to.
He then closes convo, and last time I checked, his character didn't exist anymore. So I'm suspecting he deleted his char, either to try out from a fresh, or because he didn't get his way.
Now, I trust most EnB players are far more sensible than that...But I will most likely burst my appendix if I get another hold-up in empire space. hehe.
